- Prepares detailed specifications from which programs will be written.
- Independently solves highly complex technical issues.
- May be responsible for multiple phases of a project.
- Demonstrates highly technical and specialized systems knowledge to include programming, analyzing, and understanding systems to enhance and correct problems.
- Understands and has experience with complete system life cycles from the initial planning through the final go:

- Focuses on functionality and integration of entire systems.
